He was a graduate of Seymour High School and attended college at the University of Texas and Texas Christian University. Bill married Carol Cockrell on August 27, 1966 in Seymour. He was preceded in death by his parents, Gene and Sallie Mae Culver; and his four siblings, Joe, Gene, Jr., Ralph and a stillborn brother.
